If you want to make holes by hand, just start with a basic plane with a level of subdivision you need and make holes there and just apply the bend modifier to bend your plane into a cylinder.
it's depend on what kind of hole you're trying to make
if you just need a bunch of holes in a cylinder, then I guess the easiest way is make a plane with holes and bend it 360 degree ( you could subdivide it once for a smoother result )
The idea itself isn´t that bad, but the geometry isn´t good enough to hold the form of the holes.Therefore you get these weird lumpy holes. Like said many times before ADD MORE GEO :P

Just add a shell modifier(if you want thickness, set it segments to about 3-4)
Then add a Turbo Smooth modifier on top.
edit: oop! a bit too late but I think it'll still help, and your shape is not a perfectly cylinder, so it actually easier to make holes, you could use proboolean if you like, make one hole and duplicate it horizontally then weld.

Using Max15, and nothing happeny when i move the file into the viewport.
But good Idea with the Plane. I will give it a try.

Even if it wasn't made up of individual pieces, there are enough breaks that you could model it in pieces and no one would ever know.
As for making the hole: Cut an X across 4 quads then chamfer the center vertex.
