Well, I don't think you need these huge textures for what you have here, as in I don't see any small, sharp details. Try packing her into 2 - 2k textures.
Also, look into baking high poly mesh onto low poly mesh, to create fine details for your character.
I don't know what exactly you're aiming for, but, if you're just trying to create a cartoonish clean look, then you definitely don't need all that texture resolution.
What's the poly count? (If it's meant to be a real-time character)
This is just an assignment for my 1st year of 3d art at university. I was required to add all the different texture maps.
The 4k was I was work at, never lowered them afterwards.
I dont know how to use anything like z brush yet to do a high poly bake.
Poly count is about 11k. clothing, character and hair are different objects.

Yeah, the toon-shaded version look a lot better, can you apply the toon shader to the UV'd version?
If you're required to use normal maps, but didn't learn to sculpt and bake yet, then you can try adding detail to your normal map with photoshop plugins like the nvidia normal map plugin and so on.
