I recently discovered how essential being able to modify an objects normals seems to be from the Vertex Normals section of our wiki here.
Unfortunately, all I have is Blender and it doesn't have that functionality. Is there any way for me to accomplish this without spending thousands of dollars for Modo, Max, and such?

dunno, maybe this works.
I have a few custom generation methods set up in my editor, mostly for foliage, but I'm still adding features.
Here's a link if you're interested, but definitely check out the addon divi linked to, as well; it got me working on this kind of stuff. The editor is still a work in progress and is till being optimized, but the exporter works perfectly from what I know (and can calculate tangents from custom normals). It's verified working for UDK, UE4, and xNormal so far.
I downloaded your tool, Isathar, but I don't see anything in Blender; does it only work with specific versions?
