I'm in the process of making a low poly/mobile version of Miku Hatsune

For the hair, I did read in Hazardou's Miku pdf on how he made his hair. There is a small album I made on it was done for my model, based off of what was said in the pdf, in case anyone wanted some visuals. After setting that up, I did add some more loops to my model to get it more twisted.

The hands are kind of mitten looking because I wasn't sure how to go about with the fingers.

If you're going for the chibi look of the model, the legs should be thicker, and the feet the barest hint of bumps at the bottom of the legs. You might want to take a look at this simple drawing tutorial, http://www.polykarbon.com/tutorials/chibi/chibiart.htm.
