Well, I *think* this is Young Guns.
I've never seen it in its entirety though, but you've given quite a few clues: 80's Western, snarky dialog, ensemble cast, had a major sequel (with a hair ballad soundtrack)...oh and use of the word "Regulator". I'm not sure why so many of those quotes seemed so familiar to me though if it is Young Guns.
