No. If you want to start making money you will need a development licence. You can create the game with the Free SDK, you can distribute a game for free as long as you make no money from it, but before you can make money you need a licence.
Most avoid it like the plague because it gets all sketchy when you want to release a game, I would recommend going with unreal 4, its subscription based 20 bucks and 5% royalties but if you want to develop without updates just cancel your sub so its 20 bucks and you have a next gen game engine you can publish on.
Do you mean you pay 5% royalties to Epic or that you earn 5%? Is there an initial sign up fee or just 20 buck sub from get-go? I already have Unreal 4 installed so it would be great if I could avoid paying sub fees until further down the road, would that be cool?
Whew! 5% royalties would be crazy low. That's a relief. I'll keep an eye out for that update aajohnny. UE4's got a lot of resources, I'm liking what I'm seeing.
