Cloth isn't bad. I think the overall lumpiness and poor facial anatomy are of bigger concern. For the whole model I recommend working at a lower subdivision level to avoid the lumpiness. You should drop subdivisions now and smooth out the lumpiness. For the cloth I recommend blocking in the large forms at a low subdivision and the moving forward from there.
