Actually I think it might come back, but considering Comicon just finished it would be more likely for Game Artisans to do an environment art challenge before that. So if there was going to be one it wouldn't be for while some time.
Absolutely no idea, but I wouldn't count on seeing it for at least another 6-8 months at the earliest. And even then there is no absolute if they will do Dominance War or just something similar in theme.
In all honesty, there is probably a bigger chance for Polycount or another forum to do something Dominance War like with a competition sooner. So you could always just keep an eye out for some competitions that happen. I think Mixamo tends to do a lot of varied character competitions randomly.

The GA website lists a new competition called the "Planetary Challenge", which I'd speculate is A. Environment art related and B. likely to be next on the agenda. Judging by how close together Moviefest, UC and Comicon were, it looks like Fred is trying to keep these big comps going in pretty rapid succession with a month or so between each.

Sucks to miss the boat on domwar they were fun if nothing else it is always good to see a comp here and there, same with comicon this year ^ a gap.
