I need to make a moss tileable texture, but I am finding that getting a height and normal map from a photo is creating to much noise no matter how I approach it. The other problem is the large scale detail I am getting from a photo reference is looking really blobby. I am thinking the best thing to do is sculpt it and create a highpoly, but I have no idea how to approach in a way that wont take me forever to sculpt it.
If anybody has any examples or links to successful moss textures I could use as reference that would be awesome. Or if you have some input based on experience that would be much appreciated as well. Thank you!

I wrote why I am having problems with photos in my post.
I can't show anything from the project unfortunately so I am shooting in the dark. Do you use nDo2 for getting the normal? I will have to sit down and mess with some more settings to see what I can get.
But without seeing your photosource and the result you're getting, we really can't do much to help you here.

Just used soft spectrum pass, with a huge amount of opacity reduction to soften it up. Took 2 minutes so its not perfect but might give you some ideas.
after you convert your image to a normal, try to add a gauzzian blur to it.
or
if you use crazybump, dial in your numbers so that the larger and medium shapes lead the strength of the normal map as opposed to the smaller details
