From what I know you have to press alt and left click and release to choose the area from where to clone. Been a while since I used it. One more thing to take into account is the layer you want to clone, making sure you have something on it. My 2 cents
Yea. I know how it works. I was using it just fine before it broke on me. I tried defaulting the UI, and uninstalling an reinstalling max, but it doesn't help. I'm wondering if there is a setting I'm missing somewhere that is causing it.
3ds max clone stamp? what the heck is this? i'm working for 7 years with Max but i never hear something about a clone stamp? but it sounds interesting….
Are you using Maya navigation in Max? That breaks the ALT key in some cases. Also, what version of Max are you using? Have you installed the latest service pack?
So, 'shift + left click' is to erase the background layer. I do have current layer selected and I am sampling off the diffuse, but it like it doesn't see the layer. It's strange because it works fine when I have 'screen' as the source. That only works on flat surfaces and if I have lighting set to consistent otherwise it picks up shadows too. Going to install all the service packs again, never reinstalled them after I reinstalled max.
Installed updates, still broken. Tried changing viewport drivers and nothing, clone source 'screen' stops working in Direct 3D, but works in Nitrous.
I looked in custom UI to see if i could change the sample key to something other than 'ALT' and found nothing. Does anyone know of a way to get deeper into the UI presets to alter that?
I didn't even think about trying it in a new file. I opened a new scene and played around on a cube and clone stamp works just fine. It must either be my file or my mesh that is broken. I'm in Max 2013.
Hrmpf. I just had Viewport Canvas fail on me, trying to paint on a sphere with flipped normals. To edit a cubemap, basically. VC flips out, paints erratically. Oh well. Glad you (kinda) solved it.

edit:
Yeah I tried, alt is the sampling button.
If it's set to Current Layer but the layer is empty, or you're trying to clone from somewhere off the object, then you'll get nothing.
