Are we still meant to use SDK Itemtest to make icons?

hi It's been a while since I submitted an item. Last time to make the icon you had to load the item up in SDK itemtest to make an icon, but now it seems like that doesn't work anymore and it's outdated?

How are you guys making icons?

Ah just managed to use HLMV located inside TF2 bin. The documentation really needs updating!
