Hello guys i have a question about using other artists concepts, As a 3D modeler/ Environment artist could i use other artists concepts freely for a 3d scene? or should i ask before the permission? Thank you

Always ask permission. It's just respectful. Most artist's may be flattered and happy for you reinterpret their work, but then again it may be something they intend to do themselves or may simply wish to have their image unique.

If you are given permission to use someone else's concept, be sure to give them props and quote your source material. Do remember that many professional developers/artists use this forum and attempts at plagiarism are frowned upon more than murder!
