My studio has been looking to expand our vfx team, but I've had a hard time finding qualified applicants. I've tried posting here on polycount, as well as CGHub, and Craigslist. With any other discipline (environment art, character, UI art, etc.) I normally get a flood of applicants, but for some reason I barely get any applicants when I post ads for vfx artists. Is there some better site to post vfx artist ads on? I've tried some vfx forums before without much better result, but maybe I'm going to the wrong vfx forums..
Or are there just not that many vfx artists out there?

Yeah, the duration of the contract probably is part of the issue in this case...
Is this the Wayforward job posting? I assume so.
You should post the job on your website. Currently you just have two jobs listed, both are for programmers.
You also listed the job on Polycount under "Full-time" but the ad says its for temp work. And on-site. So, you are limiting yourself to someone who wants two months of temp work on-site in California. I think you should consider people working remote for those short-term contracts unless you use the temp position as a way to test people for future full-time.
There are no forums with an active userbase of effects artists, especially tech artists who specialize in game effects. You can try http://tech-artists.org/forum/forumdisplay.php?25-Employment but the average time between effects artist posts on that forum is about a month.
You could also try the Unity forums but you'll have to filter out a lot of wannabes.
