Is that what you're looking to create? I just slapped it together by duplicating the default cube and using ctrl to snap to the grid. Used the knife tool to cut out the slope.
If you're doing a lot of really simple architectural stuff remember that Blender lets you use ngons. Since the mesh doesn't need to deform, topology is much less of an issue. Also feel free to put multiple meshes into one object. it may be sloppy, but if your stairs clip a little into their railing nobody is going to know the difference as long as it looks right. Then you can have one simple box for the stairs, one simple box for the railing and it's not quite as geometry heavy or complicated.
