It's less that it's directly tied to Kindergarten Cop and more that it's a notable location. Still really cool though.
No I'd say those images are more about Kindergarten Cop then the location. Bus, background images that all match etc.. has nothing to do with location other than the building, everything else is the same too..
Maybe it's just the fact that Kindergarden Cop spends a lot of a time in an American elementary school so they used that as reference. Development started in '96, after all.
man, Silent Hill was a magical thing, the story behind it's development would make a good movie: a team of underdog rejects that everyone gave up on doing their own thing.
