There is no date or period about the release of the UE4 announced officially. And as far I know there is also no "unofficial" date either on Teh Internet.
I concur its pretty solid, but they do have quite a few things still in development. I wouldn't really expect a release date terribly soon.
Although I suspect it will get UDK treatment right out of the gate.
I can only tell, that it will be released when it will be ready. And you have to believe me, that while awesome and solid now, it's not ready yet.
Mark the rest as my personal speculation. But there won't be any delays between ready and public version. When it will be in state to be available for public, it will be. The days since UDK have changed, and there are more competition in free/indie/try as you will engine space.
You loose nothing by releasing engine for free non-commercial use and can gain potential new people, who didn't know about it, or who just wanted to download the thing and check if it will work for their project.
If I had a choice between contacting license department to get trial, and going to cryengine page and downloading cryengine for free, you might guess which option I will check first (;.

i agree -- UE3 wasn't released until well after the first round of games came out.
