This reflected light is the reason?

This reflected light is very Long downwards.
do you know why?

By my uneducated guess I would say this is the same effect you can witness on brushed steel. Unfortunatly I can't explain how that works.

Multiple points on the water surface reflect the same area of the city thus in effect stretching or blurring it along the view direction. It happens on all uneven surfaces http://shinyjanitorialservices.com/yahoo_site_admin/assets/images/DSC01943.32115752.JPG just to lesser effect when they are less bumpy.

also id say the other lights are going just as long but its far more noticeable with that light source being so bright.
