Going about making a police uniform?

So I've been looking into this for about a month or so now and have attempted to make a police uniform multiple times. I've kind of locked up and have no idea what to do or where to start at on this, even the pants, shirt or jacket would be nice to do.

The uniform would be multipurpose and be used for multiple characters. I also have 3DS Max, Photoshop, and ZBrush for modeling and texturing. If someone could post a link to a tutorial or give me some kind of advice for this or general clothing creation that'd be awesome.

    Examples of game art you'd like to match in terms of quality etc.

    Thanks for replying. The engine will be Unity and the platform will be PC. The best concept art I could find to what I want is this: deepmore_police_uniform_concepts_by_reneaigner-d5ud4ov.jpg
    Preferably something like the last uniform (black one). This is mainly just for exercise though it may be used later on.

    Well, learn modelling and sculptin, in general. Once you know the ins and outs of those 2 techniques a uniform would not be different from a head or a gun - it feels like you are missing the basics here. There will be no proper tutorial teaching you how to make a police uniform.
    However i remember a small tutorial by Mashru Mishu covering a police dude. But from what i read here, you will need a much more solid foundation to go into these kind of details.
    Show us what you have and what you can do, maybe this will make it easier to help

    The clothing is the easy part. The kit can be a bit harder to get good reference for, and can vary from one department to another. If you don't know any police officers who can let you get good reference of their gear, I'd suggest finding a resource like policemag.com or blueline.ca forums to build a general idea of the kind of things they might keep on them (pistol, magazines, taser, asp, flashlight, mace, handcuffs, gloves...). They usually name drop the make and models of such things there, which makes finding reference images on google easier.

    another good idea is to ebay what you're looking for, alot of the standard issue equipment will get surplused and many sellers will give you 6 or so orthographic pics of the item

    I mean I can hard model pretty decently, it's just organic stuff such as a shirt or pants is really hard for me, I guess that's the whole sculpting part of things. Thanks.
