Vray issue involving reflections.

I am trying to render a reflective surface (the glass on a headlight) however vray's IOR is INSISTING on reflecting everything behind it 100% (with literally 0 control over that)

Here is what the surface looks like with an IOR of 1.51:

you will notice that the IOR is basically making everything behind the glass refract onto the surface to the point where it almost looks like a diffuse. However it still reflects the HDRI and I want to retain that.

And here is what the surface looks like with an IOR of 1.0:

That just looks like there's nothing there at all. It completely overrides the Reflection properties in favor of that one god damn IOR value.

How do I set up proper reflection parameters so that I can avoid this nonsense.
