If you're a good writer, sure. You did forget an "it" in your question though.
A friend of mine is a writer in the game industry, he had written for about 30 different role playing books before getting into the video game industry. So get some short stories published or do some freelance for boardgames, rpgs etc.. they always need a lot of writers.
why not? The writers of The Longest Journey - which many consider to have great story telling - were Norwegian. What's important, just like when writing a book, is to have people who proof read what you write. Ideally those people should be native speakers familiar with the country where the game should be released.
We should have a writers forum -- actually no we probably shouldn't. That said, anyone who wants to exchange some writing for critiques feel free to email me.
There are plenty dedicated writing forums on the net, Granted they are not normally directed solely at game writing but a story is a story. Look at script writing as well, for use of ques/actions.

This site should be of use: http://www.writingforums.org/
An of course Tv tropes: http://tvtropes.org/
Get stuck in, follow their rules etc and more importantly, start writing!
