Horrible situation and super unfortunate for those artists involved. It's why a lot of artist request 1/2 up front, but even that isn't always enough protection from crappy employers. Hopefully something comes of this.

Small claims court is actually a decent avenue if you are in the same state as your client..in Ohio you can keep it in small claims court as long as it is under 3k..and the fee is usually per county- I think its around 80$ where I am.. I think small claims in California is up 10k in damages... it's all still a giant pain in the ass though

i mean serial fraud is defenately a reason to get someone in jail.
