I've actually really been liking the tools in Max 2013 lately. The Extend and Optimize tools are about all I need now that I've learned all the hotkey combinations for them.
Maya's new retopo tools are some of the best I've used. That having been said, depending on what sort of models you'll do, Zbrushes new zRemesher (or whatever it's called) is a fantastic starting place, and can speed things up considerably.
