Bone Manipulation + Constraint Issue

So, i am attempting to get this catapult to work and in doing so have run into some small issues. This was working before but after i made a modification to the model I had to redo alot of the bones/weights.

So this is what I have as the bone setup:

This is the swing arm bone ( the one giving me issues )

As you can see everything is 0 and looking gravy. The problem comes when I attempt to apply a constraint to the object for the control rig. I create a nurb curve and place it right on top of the swingarm bone. I press F8 to move the visual/selectable part to outside of the mesh and then press F8 to go back to normal mode. Once done I try to apply a constraint by selecting the nurb first and then the swingarm bone.

This is the options that I have set ( i remember some place saying to keep offset on.... which is why it is ) When i did this the arm stays in place just fine ( unlike when you dont do offset it gets inverted .... which is even more odd )

The problem is when I move (1) ( the control rig element ) and rotate it in a direction the swingarm (2) goes in the opposite direction instead of the direction I am trying to get the thing to move. I have no clue why it is doing this.... Any help would be greatly appreciated.
