yes and no. When you create an item you have the opportunity to test it in game without bots or any other players (so far as I know) prior to submission. I am not aware of a way that would allow you to use it in real matches.

but I think he was interested in the potential to use it before then. I think in TF2 you could mess with the game so that you could reskin items without actually changing them for anyone else. Is that possible with dota 2?
Yes. But you'll basically have to replace the default model with yours. To do that, you have to unpack the game files, do the switcheroo, then boot up the game. BUT every time the game updates, you'll have to redo it. Sooo doable: yes - practical: no.
