UDK - Collision Not Applying to Mesh

So every other object I apply to collision works, yet I have a simple floor tile that is essentially a box and when I try to apply collision to it nothing happens. I mean it updates and no longer says that the mesh has no collision but it doesn't actually apply any collision. Using show collision in the editor shows 0 collision lines.

Things I have checked just through generally trouble shooting:
Normal Directions are pointing the right way.
I checked scaler info in max and performed a reset xform anyway.
I duplicated a new one in max and re-imported.
I tried building my own custom collision and saved out a box with the mesh called Tile and UCX_Tile, it gave me a message recognizing collision info but didn't actually apply the collision.

This is totally ridiculous because it's literally just a subdivided box with a lip.
