Blender cloth problem

I am presently struggling with trying to use blender cloth to simulate the hair mesh of my character and I am not getting good results.I have fiddled with both cloth and silk presets,problem is the hair part that is not pinned keeps moving around like its weightless.

I have reduced the air,increased mass,bending,structural parameters.I even increased the gravity from 9.8 to 200.The mesh seems to have less movements but its jiggly,so I increased the spring.Still doesn't look good.If the character moves around,the hair mesh is all over the place like medusa.I am wondering if blender cloth might not be suitable for animations but its great for still images?

I did some research about apex cloth.Turns out its not compatible with Blender's gpl license.Another thing I noticed is that it seems to be colliding with the animation curves from the rigify addon.
