Basically you create one unique piece that sits on the grid, and has really modular UVs. Then you reuse that one piece in any way you can by creating new "lego" pieces out of it. Remember modularity is all about efficiency for you as an artist and baking unique normal maps for every piece kind of throws that out the window.
