Very cool idea! You could, if you're feeling adventurous, bake your lightmaps in to your diffuse to get some of that sexy GI lighting that is simulated in Mirrors Edge.
I've done some test city stuff before and I found that just placing blocks, even slightly modeled, didn't really give me the effect that I was going for or that you would be going for here. My advice would be to pick a real city like Pittsburgh or Paris or whatever and go to Google maps and take a top down screenshot of the city. Pick a section of the city or expand your building size to account for multiple real buildings and then make the city that way using the real life one as your guide. I find it helps a lot because you start giving space for streets and you fit buildings into city blocks which may be in odd shapes because of water or highways. Hope that helps!
