How would you guys go with modeling this weapon

Was just wondering what approach you guys would take to making this weapon since i am not quite sure how to start Any help would be great

Both ways are viable, why don't you try both ways and see which way is the best suited to you?

The thing with modelling is there's always multiple ways to accomplish the same thing, trying different methods will give you experience on how to approach things in the future.
