How are dota items priced and categorized?

I've recently been looking through accepted dota 2 items and I began to wonder how are the items price and rarity set? Does the creator simply select them or does valve? Because I often see wrather boring items with a very high price and rarity as well as really nice looking equipment with low rarity.

Valve sets everything.

Rarity is generally determined by the style and quality of the item. If there's custom particle effects or animations, the rarity rises. The prices revolve around rarity and age. The longer something has been around, the cheaper it gets. Both are set by VALVe however, and the only real input from the creator is based on the style invested into the item.

Ahh ok its just abit odd with some items being very basic in style but have very high rarity.

This would be news to me O.o On the community market, sure, but on the store, I think not...

In the TF2 store at least item prices were reduced on Valve's store after the item has been there for a few months to a year.
