If you want to make a lower LOD model that uses the same UV layout and textures as the higher LOD, you'll probably want to start removing or collapsing loops that aren't major contributors to the silhouette or UV seams. It will mess with the normal map a bit, but if you work with the maps applied you can try to make sure that the problems introduced are minor. Since it's an LOD and meant to be seen far off, small errors wont show.
