How do I paint a flat white terrain texture?

I'm having a problem just painting a flat white terrain texture.

I've gone into the terrain menu and assigned a texture to the layer. A flat white one.

Whenever I try to paint on the terrain, I just keep getting the checkerboard pattern.

Any ideas?
