(Although now that I think about it, being the home of green teeth may not be the best thing for a city)
Seriously though, looking forward to the progress. What's the blockout viewed in? With the composition, the style of the city, and the pure black foreground elements, it's reading kind of like an older painting(imo), which I really like.
I think people can learn a lot from what you're doing when it comes to the careful planning of the shot composition. This is one of the most important parts of the final look and you've nailed it so early on.
Where it stands now, I really miss the colors of your paint-over, but I know you haven't started messing with lighting and atmosphere yet. I wouldn't deviate away from that if you can help it because it's very striking. The silhouetted framing works so well as it falls back into the warm oranges and pinks of the sky and lighting.
The only real comment I have right now other than the fact that this looks fantastic is that some of the water towers are breaking sight lines to your bridge. Might be nice to remove/move them around to get some negative space back or to fix the tangents a little. Can't wait to see this come together, the paint-over was enough to get me super pumped!
@Jon: thanks dude, i'll be sure to still tweak placements for props. I still don't like the feel of them. they're not helping the composition that well. But help in the story telling.
i really want to finish this project in the next two weeks... i hope.
so right now i've changed the composition a bit. Adding a few more leading lines on the right. Now need to fix the left side. Add some background towers (vista)
Tried to place some simple textures on the buildings.
Oh, very cool! Great color choices, not as 'obvious' as your initial paint-over. Something subtly foreboding about the skyline now. Something's going to happen, maybe rain, or maybe the sun will break through and clear out the cloud coverage.
When you say "render" what do you mean? Is this real time?
A couple minor thoughts (as you're killing it). I think you should push the atmospheric scattering a bit more if you're able; I'd like to see some signs of sunlight screen left. Maybe warm up the fog a touch more and throw some hints of orange/rose/pink on that side and have it gradient across the sky to the furthest right of the frame into the cool territory? That little variation of warm to cool might add some additional pop. If you choose to try it, keep it very close to the border, just a hint of sunlight should do the trick.
Second, see if you can push the value just a bit more in the rim lit assets. The piping and water tower that are getting kissed by the sun look awesome against the cooler tones, I'd love to feel a bit more of it. Maybe exaggerate those notes a little bit more? You could try some light exclusivity to push that rim a bit further if necessary.
Either way, great color and range here! Very well done.
@DWalker: I'll go back and be sure to adjust that Thanks for spotting that out !
@Jon: Totally agree about the atmospheric and rim light push. I think the new image (below) shows a lot more of that. But there will still be adjustments down the road. Thanks for the advice man !
update on the colours.
feeling a lot better. Still needs a few more improvements overall.
Update:
Added steam from towers
increased dirt in foreground rooftops
tried to refine the overall colours
I hope i can finish this in the next few weeks.
the background towers/city needs more love.
I'm calling this done.
I have to touch up some more of the background elements.
Its been over a year since i've started this... i'm glad i never gave up.

Quick Paint Over
blocked out most of the composition, still alot of fine tuning to do

@leleuxart: the extreme foreground is a rooftop area, with ladders and stuff.
@walrus: Thanks !
update:
add more elements to the focal point

@ DWalker: Totally agree. I'm gonna try and rework the composition in that area.
Quick Updates:
Did some simple paint overs. Hope to have a better render some time this week.
Its finally coming together !
That late in the day I'd expect to see a bit of color from the sunset in the clouds.
