Dota 2 rating system?

Hi community, I wonder how the dota 2 workshop rating system works, it seems like its so random sometimes [my last submission has 92% and that are 3 stars? 
] and an additional question is wether valve will ever give a little comment on what people did. (I am not so skilled like some other people here but all in all I am not that bad [6 Items in the workshop].
I have not found anything relating to my questions in the web, maybe someone here knows more. Thanks a lot!
P.S.: I have 7~ month exprerience in modeling etc.
