Cant Relax certain areas of my geometry

Please can anyone explain this problem? I have searched the internet for an answer but haven't found one, only found out that another person has had this problem. The quandary is this. In Maya when I use the Polygon sculpting tool on my polygon geometry the Relax doesn't have any affect whatsoever on certain areas, certain points. The Smooth tool works, its just the Relax that is playing up. This has just started happening recently only on certain polygon objects.

Has this happened to anyone else? It would be greatly appreciated if someone could tell me how to fix this annoyance.

I just tried replacing the faces and it still happens. There doesn't seem to be anything I can do about this but remodel the whole bloody thing. I don't like to use abbreviations but WTF!
