Maya 2013 - Skin Weighting Armor

For the sake of understanding this I have simplified the mesh and wish to show you what is going on:

This is what I have. So when I skin bind I select the gorgane, then i select the belt, then i select the root bone and click skin > smooth bind

This is the result I get from maya when I do that. I can go in and paint weights all day long but when I export it and go into our game this is what I see:

So the question is, is there some method I need to be using other than skin binding two mesh objects to one bone? If that is how it is normally done than it means it is the game engines fault and not me doing something stupid in maya ( at such a time I would go to another forum and post this there ). Again any thoughts or ideas would greatly help as i am at a loss right now.
