The reference is a lot more simplified, it looks more like charred wood rather than noisy untouched bark. If you want that look you will probably have to give up on using photo reference, unless you heavily paint over it.
you could probably run a quick surface blur in photoshop and remove the finer detail to test the outcome with low frequency detail only before you do a proper normalmap.
