UDK fps issue

If i load up a blank scene from the UDK editor i am getting 35fps. I know that's not right. The only thing i think it could be would be my graphics cars which is a :

Xfx Ati Radeon Hd 5770,

Is this card really the problem or could it be something else?

i guess its hard without you guys taking a look but i don't know what else slows udk down?

are you getting 35fps with udk's in-build frame rate? try loading up fraps instead - i was having something similar the other day and i think it's just that udk limits the frame rate in the editor, as i was getting nearer 100fps for a blank scene with fraps.

both fraps and the in game fps go between 32-35. Something just isnt right

What CPU you have and how much RAM?

My cpu is a i7 2.67ghz and i have 24gb of ram

What about your Graphics card Panel? Did you try and disabling everything or setting them down to Performance?

Also, are you on a laptop?
