Masking/selective absence of normal/reflection

I need some help with this.

Basically, there are some engravings on the diffuse, specular, and normal maps of my model that I want to be non reflective. Is there a way to isolate those spots in one of the above maps, then use a mask or something to subtract from the reflection map to achive this, or something along those lines?

Also, on the same lines, my normals are composed of two "layers". The normal map mentioned above, and a hexagonal pattern. I want the hex pattern to not show up along the same areas I don't want to to be reflective. Is there a way to do that? Or would I have to directly edit the hex pattern's normal map to do this?
