I would love to see water droplets frozen in the air, along with bullets. and a video, flying around this scene and zooming Way into all of the Detail you put in here. It would be like LA Noir meets the matrix.

By far my favorite entry to date, SO GOOOOOD!!!! Love the overall motion, not to mention the look of everything is nice and polished. The great thing about this entry is at a glance this reads instantly. You know exactly what is going on, and you don't have to look for the story at all, it is right there with little interpretation needed. Great lighting, great motion, polished stuff all around. Just curious, how did you go about making those water streaks going down those objects? The textures aren't really full-size so it's hard to judge but it seems like they are painted in the normal maps, right?
'Cause I was wondering if CE3 had some directional texture projection that could be used for rain, without having to paint it into all the assets. I've started with a system like that for our project, but didn't really had the time to polish it up, so I was wondering if CE was worth looking into for that, as a reference.

Do you mean the water streaks coming down the cinema sign?. That was done with a plain grey diffuse, a wobbly normalmap and some refraction with the glasshader. For variation we just cut out some small geometry planes and placed them randomly. So nothing special

bit like d1ver asked, but the wet look on the cars (most noticeable on the police car breakdown)... is that a detailed bump map?
