I know the people working on this--they are really smart devs, and are really happy with the results. I wouldn't be so dismissive of their work before you see it in motion.
I will say, The hair in games is the first thing I notice for some reason, and tends to be the first thing that takes me out of a game, because of how gross it is. Can't wait for the next leap in realistic hair.

i would assume so. thats the usual way of creating hair of this sort, unless its like hairfarms volume mesh thing. that would be cool if it is
