Depending on how you are populating the branches there might be a way to limit the leaves local rotation. This is possible in particle view and paint scatter.

For anyone who has encountered this problem go to
modifier panel -> normal -> flip normals
This script can help find and flip faces, its handy for this kind of thing.
You can also check on "2 Sided".
