RESOLVED
I'm trying to bake a normal map using 3DS Max's Render to Texture and it's not working at all.
I followed
this tutorial with some simple boxes. My problem is it's not rendering as the normal map color, but instead rendering as the material color. I don't understand what I'm doing wrong or if there's something wrong with my software.
Here are some screen shots of my Render to Texture window and the resulting texture. Please note, the texture has that obnoxious teal in the background because I change my environment color to that because the Element Background was not changing anything.

that solves my problem and I feel completely stupid xD
I thought it would show up looking like a normal map in the screen, so figured I was doing something wrong
