I am not very familiar to doing bakes I have done them off and on in the past but they are not really part of my work flow, when I have done them in the past they have not turned out well, so I have some questions.....
Do both have to be UV'ed?
if so does only the low poly mesh where all the detail is going have to be UV'ed? or.. do both meshes have to have unique uv's before being transfer mapped?
if so iam puzzled since if the high rez details are going to a low rez mesh arn't the UV's on the low rez mesh going to be some what faceted?
and the normal details from the normal map wont fit well?

That unwrap gets normal data from the high poly based on the low poly normals.
