normal map problem

When I view my model with an object space normal map it looks fine, but when I use a tangent space normal map you can see all of the separate faces.

It also doesn't happen to the entire model, but is most apparent at the top and bottom, and then fades out towards the middle...

it looks like a smoothing groups problem but changing them doesn't seem to do anything.

renders are from marmoset but same thing happens in max with xoliul shader, before exporting.
