Go to your material editor, click the material tab, then "show materials in viewport as", then "hardware display with maps" .
That will get it up in the viewport. Not sure about the renders. Im actually having a problem now where all my normals show up perfect in the render, but one single one doesnt. Maybe its world and not tangent or something. Does that matter?
Hi. Very old topic, but I had the same problem. In my case adding target light, solved the problem. Before, I had only skylight and normal maps didn't work.
