hi I have made a movie in after effects , added sound and other stuff in premiere , quality is good from after effects and inside premiere but when saving looses a lot , now I have tried to save multimedia and I opened the media encoer and saved as h264 mp4 keeping the same format size of my original movie 1920 x 1080 , choose 1080 p tough it saves it as 1920x1080 it adds two vertical stribes black at the borders of the movie like making so the actual video more like a 4 / 3 why that? alsothe quality is not the same level of the output of AE or the one inside premiere , any tips?

Firstly, in the Media Encoder, check that the area selected in the video preview fills the whole thing. Also check that the "level" is set as high as it goes. (not sure what it does, but it seems to limit your settings)
The project you created at the start probably had a bunch of nasty defaults intended for TV production and you cannot change it afterward. I'd check that too.
