Animation constraints for toy JCB

At the moment I have the white base of the eyes on a "look at constraint".
Is there any way I can get the pupils to move in a similar way, but locked onto the face of the eyes?

Also at the moment I have tracks that I plan animate by changing the percentage value of the path constraint, and animating the wheels after.
Is there any easier way to do this so they all move together with a single slider?
