Need a software to convert photos to 3d head models but WITH HAIR!

I need a program that converts photos to 3d head models complete with the hair, using one photo. All the programs I found makes the modelling on face thus creating bald models. I need a program like the one in this video.

what you are asking for doesnt exist on that level
you'l need to learn how to do it yourself

They're using a simple Photo2-3D software, there are many of those, just google them.

However, if you look closely, you'll see the hair is part of the head-mesh, you cannot do anything to it, and infact, you should be making your own.

Unless you're making a 3D-print in which case, it will be fine.
