Also you're lucky you get a pop up in Marmoset. Mine likes to just crash.

If either of those updates fails to install, or comes up with an error while doing so, shit is officially complicated. The "side-by-side" configuration message is pretty much always that it isn't detecting one such C++ update. That doesn't necessarily mean that you don't have them installed. I've seen it happen where other programs can alter or install registry keys that point the installer for these files to the wrong directory (a logitech keyboard did this to me once), so it's always looking in the wrong place for the C++ files. Sometimes the error message(s) you'll get during installation will have bits of the registry strings in them you can search for later but...well, why not just start with trying those two downloads and see what happens from there.
We have found a solution to the installation troubles with 1.07. We do not yet have a public installer available, but go ahead and download and install the latest version again. Once 107 is installed (it will have the same 'side by side configuration' error), then download the following file:www.marmoset.co/tbagrelease/toolbag.exe This file is not an installer. Simply replace toolbag.exe in your Toolbag installation directory with this new version of toolbag.exe, then try running Toolbag again. Let me know if this resolves your error.
